Job details: Federal statistical agency within the U.S. Department of Energy seeks a seasoned candidate to serve as Editor-in-Chief of its public website (www.eia.doe.gov), to help transform it into one of the most sought after resources on important energy topics and issues. This new role within the agency will act as the key champion and advocate for web content development and electronic publishing techniques and best practices within an organization with a substantial web presence.
Duties:
Coordinate efforts across a distributed network of novice content providers, including leading content development teams and executing corresponding training programs.

Provide expert consulting throughout the organization including evaluating materials for clarity, communication value, graphic design and layout, and maximum communication effectiveness.
Identify the information needs of specific target audiences, especially Congress, policymakers, business and industry, trade and interest groups, research organizations, the media, and the general public, and determine what they are looking for in terms of electronic information delivery.
Use customer feedback to continually improve and refine web content.

Qualifications:
Mastery of the principles, methods, practices, and techniques of electronic publishing, web content management, strategic communications, web-related information architecture and taxonomy, usability, data visualization and Internet technology that enable the incumbent to function as an Agency expert in online communications and to plan and carry out electronic dissemination strategies of national scope and significance.

Proficiency in target audience identification and needs analysis sufficient to play a lead role in conducting and applying the results of various web user assessment strategies, such as customer surveys, focus groups, interviews, customer inquiry analysis, website traffic analysis, and web usability techniques (live usability testing, paper prototyping or card sorting).

Skill in interpreting, synthesizing, expressing, and presenting highly technical data, analyses and complex analytical information for a variety of audiences, including the general public.

Specialized knowledge of editing, writing, publishing, and preparing materials suitable for electronic media to advise Agency authors and their supervisors on how best to develop and present material that is highly effective, useable, and useful.

Must be a U.S. citizen.
